It isn't about how many teams a league has in premier, it is about how many teams are signed up on "A" forms (or something like that).
So when the
VMSL premier is reduced, they will still have the same number of teams 'competing' for provincial cup spots - 4 spots are awarded through the league cup that is open to all teams in the
VMSL to enter I believe.
