It's not possible... the 'who's online' stuff shows that but what the 'guest' is actually seeing is the standard "you are not authorized to do this or you are not logged in".

I've actually seen 'guests' attempting to perform moderating duties according to 'who's online'... freaked me out the first time I saw that
