This annoys the hell out of me for some reason. You got your salary cap. Shut your hole. Get on with it. No one needs or wants to hear that you are still losing money. If you're going to lose money there even with a salary cap, move. Simple.

Well you see, it's all about trying to leverage a new facility out of the city. He's in great position to do that, or go to a city that will provide a facility now. Say, Portland, or Winnipeg (nice facility there, visited this year, luxury boxes et all).

I like the fact that he's pointing this out, because otherwise he wouldn't get the attention of the city.
