If you give unlimited subs at half and 5 during play, then teams could look at youth and CAT players coming up, give Prem players a chance to play a half and teach some young kids, give CAT players a chance at Prem fo 20 min. Play everyone equally, take players out; show them what they are doing right or wrong and then send them back into the game.
Without this freedom for teams, the CAT will never reach it's potential.
CAT players will get pissed off for lack of PT because 18 players is too many to carry, but ironically you need 18 players to complete a season without being short. But like most teams, you can only carry 12 or 13 true CAT players that are happy with their PT, the rest are Prem players helping out. So when the Prem team plays 2 games in one week, the CAT will suffer.
