World Cup Tickets

Does anyone have any idea how to transfer world cup tickets? I have tickets to all of Brazil's first round games, but FIFA does not allow me to give, sell, or donate the tickets without "permssion from them. My name is printed on the tickets and the tickets state that ID will be checked at the games to match the name on the ticket............Yeah right, can you imagine 80,000 soccer lunatics who all speak different languages trying to communicate this.

Anyone have a clue on how to contact FIFA regarding this matter?
